Where gadgets sit in the buy order
Buy a real starter power first. Then buy one gadget that fixes your actual failure. Fragile heroes who die on the approach care about the hero shield. Lobbies full of Invisibility Bank farmers care about tracking or reveal tools. Five gadgets on a Magic Blast loadout do not fix the loadout.

Hero shield
Community guides single out the hero shield as the defensive tool for closing an arrest and for living through NanoTech or Nova burst. Pop it on the commit, especially when a teammate is securing a downed timer. Do not tap it the moment a silhouette appears.
Record: Hero Shield.
Tracking and reveal tools
These punish repeated stealth alleys. Villains should assume a serious lobby has one, change the exit, and sell faster. Heroes should call the reveal so the team collapses instead of walking alone into Gravity.
The sources describe the category more clearly than a single item name. The record is Tracking gear.
What gadgets do not do
They do not replace NanoTech, Gravity, or Doom, and they do not replace block. Utilities are also touched less often than powers, but menus still move after patches. If a video path disagrees with the shop you are standing in, trust the server.
